Melilla, one of the two Spanish exclaves on the north coast of Morocco, holds a depressing record ,the highest rate of fracaso escolar in Spain. Nowhere else in the country do so many finish their compulsory schooling without any qualifications whatsoever. Numerous reasons for this can be found, but one of the most problematic is the strict monolingualism of the school system. From pre-school to high school, Spanish is the only official language, and the multilingual reality of the city, for example, the fact that a large number of students have Berber or Tamazight as a first language, is completely ignored.Our presentation will explain the ideology behind this monolingualism as well as how schools have attempted to address the systemic fracaso escolar and how (un)successful these attempts have been. To do this, it will draw on empirical data from a field study conducted in Melilla in February 2013
