About the Present Struggle for Better Land Transport Security in the European Union

The terrorist attacks of 9/11 had a decisive impact on the whole transport and logistics industry worldwide and this was a starting point to introduce a plethora of security initiatives on both sides of the Atlantic, especially in the field of air and maritime transportation. In contrast to this, most efforts to improve land transport security have progressed so far only slowly - may be due to a lack of awareness, coordination, and responsibility of stakeholders involved in that process of developing and implementing useful measures against crime and terrorist actions for the three land transport modes road, rail and inland navigation. In addition, high risks coming along for cargo leaving air- and seaport premises on the way to their final destinations in the hinterland received only limited attention, too.
The paper deals about this ongoing struggle for a better land transport security in the European Union and sums up what was achieved so far based on a systematic review of official publications from (non)governmental organizations as well as scholarly literature commenting this process. Furthermore, some suggestions are provided to improve this rather unlucky situation at present.
