Birds of a Feather? CEO Ideological Affinity in Cross-Border Investment Decisions

This paper investigates how CEOs’ ideological beliefs bias MNE internationalization decisions. Drawing on upper echelons theory and political science research, we theorize that firms are more likely to announce cross-border greenfield investments in locations where the political climate is aligned with the ideology of the CEO. To test this effect, we introduce a novel measure that captures the CEO’s alignment with the national political climate in the host country. We find that the CEOs’ ideological alignment with the host country's government significantly affects the likelihood of investment in S&P 1500 companies. Moreover, we show that ideologically driven investment bias is not homogeneous across all CEOs. However, this effect is weaker for executives with liberal ideologies and stronger for more powerful CEOs. Our findings extend the international business and strategic leadership literature, by highlighting the importance of values and beliefs as determinants for where CEOs invest firm resources.
