Purpose: Relying on a design science paradigm, the purpose of this paper is to describe the generation and validation of items for an ICT-artifact that supports the assessment of transversal professional competences within the validation of prior learning.Design/Methodology/Approach: Design science, instrument development.
Findings: We find that a self-assessment of professional competences should consist of 160 items to cover the breadth and depth of the Occupational Information Network. This amount of items is sufficient to build a bridge between the Occupational Information Network and the European Qualification Framework.
Practical implications: When designing procedures for the validation of prior
learning, it is of great importance to keep in mind the purpose of the validation
procedure, to determine relevant stakeholders and their needs in advance and the
required language proficiency of the assessment instrument.
Originality/value: This paper applies a design science paradigm to develop an
ICT-artifact that should support the validation of prior learning. By reflecting on the
design process, we introduce a theoretical bridge between the Occupational Information Network and the European Qualification Framework. Thereby we aim to account for some of the shortcomings of the European Qualification Framework.
