The Rome I-Regulation shall replace the intergovernmental Rome Convention by Dec 17, 2009 and one of its major targets is to harmonize Private International Law and Civil Jurisdiction on a Community Level: Recital 7 of the Rome I-Regulation says the substantive scope and the provisions of this Regulation should be consistent with the Brussels I-Regulation.
But a reality check points out a variety of gaps between the several elements of statutory definitions regarding international jurisdiction and the relevant contacts regarding the applicable law not to be clarified by the legislative chronology, exempli gratia:
