The paper briefly reviews the theoretical foundations of the concepts poverty, inequality and growth (with particular focus on the inter-relationship between these concepts in practice), and evaluates the causal relationship between poverty, inequality, and growth using secondary data as cited in the World Development Reports from the 1990s to 2003.In a separate section, the study sheds some light on issues such as whether the free market provides necessary and sufficient conditions for economic growth, whether strong welfarist politics (and not economics) provide the answer to poverty reduction, whether growth and trickle down are sufficient conditions for poverty reduction, and whether South Asias growth story is really about technological constraints (and not about investment constraints), in analyzing the recent trend of poverty and inequality in South Asia. Specific examples are drawn from Sri Lanka to support the arguments.
In the concluding section, the major challenges to poverty reduction and growth are identified and the major policies and regulatory steps that have been taken to ensure reduction of poverty and sustained growth in South Asia are examined. A number of alternative policy recommendations are also suggested.
