City tolls are widely recognised as an effecFve policy measure to fight congesFon and decrease the negaFve
environmental impacts of car traffic in ciFes. However, due to their low public acceptability, only few ciFes
(including London, Stockholm and Gothenburg) have implemented them. The main public concern is usually
that tolls lack fairness, affecFng some populaFon groups more negaFvely than others. Based on unique Swedish
data, we measure to what extent this concern is jusFfied. Moreover, we propose and invesFgate innovaFve
road-pricing schemes with cash-back components that might have both substanFal public support and a
posiFve welfare effect.
