Flags and Crews of Convenience in European Road Transport

Abstract

Deregulation of European road transport offers the possibility for road transport operators of "flagging out" their fleets to other countries by registering trucks there as well as
employment of non-locals as truck drivers which is mainly done for cost reasons. Based on a series of surveys among Austrian road transport operators since 2003, motives
of "flagging out" at least some of their trucks and impacts on overall national economy are quantified and an outlook of further development is given in the case of Austria.
The possibility of road transport operators to choose flags and crews of convenience has severe adverse impacts on national economies - especially in Austria where it is expected that in 2011, the majority (50.6%) of trucks run by Austrian road transport operators with a
fleet of more than 20 vehicles will be registered in other countries.
