Abstract

The Local Agenda 21 (LA21) in Vienna is an example of the potential of open processes of civic participation. It shows the potential of a free space for social experimentation as well as the challenges to be faced while advancing from experimentation with diverse forms of social innovation at a small scale level towards the institutionalisation of new forms of participatory governance at the city-wide level.
