Abstract
After many years of trying to find multilateral solutions to the challenges posed by the digitalisation of the economy, the OECD presented a proposal for Pillar I in 2019. The proposal is the result of negotiations between countries, involving international organisations and multinational companies. As with any contract, there are profits and losses – but in this case, the effects also apply to entities that are not parties to the contract (including taxpayers).
