The Case of the European Patent Office: Characterizing the Programming Concepts that Allow "Non-Programmers" to Successfully Write Programs to Refine Patent Document Queries

The European Patent Office (EPO) employs more than 100 massive databases for helping the patent examiners in researching the patentability of submitted patent requests. Depending on the patent requests different type of databases and queries need to be carried out, creating a massive, text-based results which many times need to be refined in individual, non-standard ways. In order to help their patent examiners in their quest an own query language has been developed by EPO, accompanied with the support for a programming language, which non-programmers can easily learn and apply (ooRexx). This paper will focus on analytically analyzing the most important features of a programming language that empowers EPO patent examiners to successfully carry out their refinements efficiently by employing, altering and writing programs on their own without being trained programmers in the first place.
The findings may be applied to all areas in which non-professional programmers need to employ programming languages to refine search results and/or the behavior of programs according to their particular needs, if these cannot be standardized and pre-programmed by professional programmers.
