Im Verbund mit mehreren europäischen ForscherInnen-Teams beschäftigt sich das Forschungsinstitut im Rahmen des COST-Netzwerkes ("European Cooperation in Science and Technology") mit der Frage, wie zunehmend fragmentierte Organisationsgefüge auf der kommunalen Ebene gesteuert werden können. Ausgangspunkt dafür ist das vielfach propagierte Konzept von "Joined-up Government".
