Social investment in Austrian poverty politics: fact or fiction?

The research project combines two current socio-political thematic areas, firstly the problem of poverty in Austria and secondly the proposed reform of welfare states toward "social investment states" by the European Commission (2013) and other international organizations such as the OECD (2001-2012, 2007, 2012) or the World Bank (Holzmann and Jørgensen , 1999, Holzmann and Jørgensen, 2000, Holzmann et al., 2003).
The main aim is to analyze what "social investment" measures in poverty policy are in general, whether and to what extent measures of Austrian poverty policy are already designed as social investments and if past reforms of these measures have changed their "social investment content" quantitatively and / or qualitatively.
