Update civil society index

Empirical qualitative and quantitative survey on current changes in the framework conditions for civil society organisations in Austria. These show a pattern that corresponds in large parts to the process known from literature of the emergence of authoritarian governments. The analysis refers to the period between analysis to the period 12/2017 - 04/2019. In this period under the government of chancellor Kurz, the general political climate has changed with regard to civil society, its possibility of political participation, and structures of public funding of civil society organisations.
