Abstract
This chapter presents an empirical agent-based model of knowledge creation in a system of researching firms. The model focuses on government policies fostering inter-organisational collaboration, risk-taking propensity and competitive advantage. Simulations refer to the impact of such interventions on overall research output and technological specialization of the Austrian biotech industry.
