Abstract
Non-formal education (NFE) is increasingly put forward by scholars and policy makers as a way to meet globally changing educational needs. However, a clear insight into how this sector can and should be governed is missing. Therefore, this article proposes a framework to help classify NFE governance challenges depending on the learning goals and content of various NFE programs, organizations, and networks. This framework serves to help practitioners identify public governance challenges depending on particular NFE contexts. For researchers, it provides an overview to explore, identify, and test the impact of factors that influence NFE practices and its effectiveness.
