The Pillar One Deal: Implications for Countries and Taxpayers

Abstract

After many years of trying to find multilateral solutions to the challenges posed by the digitalisation of the economy, the OECD presented a proposal for Pillar I in 2019. The proposal is the result of negotiations between countries, involving international organisations and multinational companies. As with any contract, there are profits and losses – but in this case, the effects also apply to entities that are not parties to the contract (including taxpayers). In the article, the author discusses the agreement under the first pillar, analysing the potential benefits and losses for states and taxpayer
